The speech is epideictic, as Barack Obama is praising Joe Biden. He tells the people about all the times that Joe Biden has helped him avoid or get through huge crises.
While he does that, he talks about, how Donald Trump is using his power to help himself and his own friends, while he does nothing for the American population.
The speech also has some deliberative elements, as Obama is trying to convince the people to vote for Joe Biden and Kamala Harris.
He does that by telling the people, that The Trump administration are tearing down the democracy, so they have to help building it up by voting for Biden and Harris.

He is also appealing to pathos by involving the Civil Rights movement and the segregation, which is a big part of America’s history and has affected many Americans.
Obama is also appealing to ethos, when he is telling about, when he used to be a president. By doing this, he makes himself sound like an expert, when he is telling about all the crises that him and Biden have avoided together2.
One of the linguistic features that Obama is using is simile, which is comparing two elements. For example, he is saying “They'll get this pandemic under control, like Joe did when he helped me manage H1N1 and prevent an Ebola outbreak from reaching our shores.3”.
He is comparing, how well Joe Biden and Kamala Harris is going to handle Corona, to how well him and Biden handled the Ebola outbreak.
Also, Obama is asking a rhetorical question - “I understand why a new immigrant might look around this country and wonder whether there's still a place for him here;
why a young person might look at politics right now, the circus of it all, the meanness and the lies and crazy conspiracy theories and think, what's the point?4”.
