Every year one girl and one boy from each district is picked at the reaping and has to fight to death in an arena.
The children from the Capitol are exempted from the games and get to watch it as a show for entertainment and never has to live with the fear of fighting to death.
Katniss do not wish to have her own kids someday, because she does not want them to live in the same fear as she is.
She does not want them to live in a society, where she cannot see the fairness of life.
