As covered in the topic, Tony Blair gave his speech following the London bombings back in 2005.

His speech was covered by multiply media, both nationally in Britain, but also internationally. Blair did intend for his speech to get media coverage, as Blair had recently suffered a drop in political popularity.

Tony Blair basically took this opportunity to regain some popularity. In the speech, Blair both speaks to the politicians, but also the British people as a whole.

The speech has a second audience, not just the media and his homeland. The terrorist is also targeted in his speech.

Not because he is trying to spread courage and mourning the dead, but because he is showing his strength. In order to counter-terrorism in the UK, Blair is also engaging Muslims and their community.
