These were the first words of Blairs speech and just from hearing them, ones’ mindset gets set back quiet and everybody who's near is all ears.

Right in the beginning he uses the rhetorical device called anaphora, this is a helpful stylized method, if you want to prove a point: “It was not random. It was not a product of particular local circumstances in West Yorkshire.”
In this case, he makes a statement about how the attack in London, wasn’t random placed, it was organized and set up for a long time.
Al-Qaeda has over the past 12 years attacked several countries, 26 to be exact. They´ve killed thousands of innocent families, children, parents and so on.
These people lost their lives and loved ones to a group of people who let their believes cross everybody in their way.
