Obama says in his speech “The document they produced was eventually signed, but ultimately unfinished”, by that he means that you can easily write down a bounce of laws. But just because they are written down and a few men signs a document these laws do not become reality.

Nothing in this world changes over night it takes time and effort, from a lot of people. So people need to realize that just because these laws exists, that does not mean that these laws are present in the society.

He is bringing the example of slavery, even after the constitution was signed men and women of slavery did not go free.

All throughout the speech he talks direct and indirect about how some people are minorities and do not have the same opportunities as everybody else even through a big part of the American values are that everyone can go from rags to riches.

That is also what he means when he says “to narrow that gap between the promise of our ideals and the reality of their time.”

So, the ideal is that everyone should be the equal, and the reality is that not everybody is. So Obama wants that to change, he wants the American values to be true, to that everyone has the same opportunities. That way the constitution, uphold its promise.
