1. The Bush Administration (2001 to 2009)

From 2001 to 2009 the prison population was still growing. Their board looked at the issues that ALEC worked on and decided that they don’t do social issues, but economics issues. They jettisoned almost all of their legislation that was pre-2007. Basically, they just moved forward.

Since 2008 they’ve been involved in a wholesale reform effort, where 31 states have adopted positive changes on sentencing, on parole and probation reforms.

However, they privatized these new and “positive” changes. They started GPS-supervised the paroled people. That had nothing with freedom or privacy to do. However, that was what happened from here and a couple of years ahead.


The original documentary “13th” is a movie on Netflix from Ava Duvernay, who is also director of “Selma”.

It’s a movie that contains crime, news, violence and an in depth look at the prison system in the United States. It shows how it reveals the nation’s history of racial inequality.

The Film illuminates how negroes went from slaves to criminals and prisoners with only one amendment.

The classic/expository documentary intends to inform and teach and has a clear purpose. It has an omniscient narrator, in a voiceover or appearing in person.

The classic documentary includes interviews with people who contribute to the message of the documentary and it only uses images that support the message. Therefor is “13th” a classic/expository documentary.

The film is chronologically constructed. We are told a historical period of people who are professionally competent on the subject of black people's rights.

It's a historic period that began more than 150 years ago. In the film, we are told about each decade in chronological order.
