Louisiana, Mississippi, Missouri, Montana, Nebraska, Nevada, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah and Wyoming. Alaska, Colorado, Connecticut, Delaware, DC, Hawaii, Illinois, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New Mexico, New York, North Dakota, Rhode Island, Vermont, Virginia, Washington, West Virginia, Wisconsin)

If you take a look on this map of the US, you can see that most of the states that allows death penalty, is close to each other, wich shows a little connection between these states.

Another connection between these states is most of them are voting for the same party, but surprisingly the voting is quit spread out.
