By using these words, the writers shows that the article isn’t meant for low-educated people, but higher educated, and more academical people.

The reason it more academical persons who understand it better, is because you need to have a broad English vocabulary to understand it, and usually low educated people doesn’t have that.

The article has used figurative language as well. The figurative language can be seen in the following quote:

“So, is there a mandate for change?”. The figurative language that has been used as an example is a rhetorical question.
