The black struggle has always been a prevalent issue in the U.S.A dating back to the original fight for freedom of bondage and slave labor.

While its origin is seeded though the 19th century, the same fight for betterment had a second run around the 1960’s lead by Malcolm X and Martin Luther King Jr fighting.

They fought not just for freedom but for the betterment of life for all African Americans. Today the issue has had its third incarnation with the “Black Lives Matter” movement.

The focal points have been police brutality and systematic racism in their fight for equality.

The circumstances of the speech are obviously the rising protests from the BLM movement and the killing of George Floyd.

However, another noteworthy aspect of the circumstances surrounding Joe Biden’s speech, is that Vice President Kamala Harris, who is African American herself, preceded and gave the introduction to the speech.

Having a minority speak on the matter themself significantly ups the authenticity of Joe Biden’s presented empathy. This obviously is connected to the topic of inequality and systemic racism.

While the circumstances defend the past, the topic is clearly how to move forward in a positive light as seen in lines 102-103: “This is the time for this country to come together, to unite as Americans.

There can never be any safe harbor for hate in America ”. The intent is for the state and country to right their wrongs.

The audience for this message is specifically African Americans, but with the “we” rhetoric reoccurring throughout the text, Biden speaks to the whole of America.

Now that the purpose is has been dissected, that purpose being apologizing and moving forward together, it is worth looking at how Biden manages to appeal to the audience.
