I have noticed some difficulties between your team members working on the new design for the Chinese market, but I haven’t reached you before now, because I thought things would fix itself.
The primary problem is about the multicultural differences in Japan and the United States. It causes some problems that is unnecessary, and I am interested in finding out a solution to solve the problem.
I have observed that the Japanese members do not contribute as much as we do to the process. We want a more equally division of labor, so you contribute as much as we do.
The Japanese members are currently behind schedule, but the Japanese people do not want to rush, instead they want some time to consider the pros and cons.
The Americans wants the process to go even faster and therefore they tried to put some pressure on the Japanese to reach a decision as soon as possible. The contribution of the Japanese members has had a little consideration by the American members which caused in dissatisfaction between the Japanese members.

I have experienced these types of difficulties before and worked on multicultural workplaces before, so I know how to handle these things. It would be a pleasure for me to give you some advices, so we figure out the best way to solve these problems. The United States and Japan are way different.
The United States is a low context culture and Japan the complete opposite. Japan is a high context culture. People from the United States are way more focused on the one thing, they have going on and tries to give it their best effort.
The Japanese people often have a lot of projects going on at a time, therefor its hard to give it their best because they would have to prioritize the other project less.
People from the United States are very long term orientated while the Japanese people are the complete opposite. People from USA prefers not to have a clear schedule of what the future will bring. They will more comfortable with an unclear future while the Japanese people prefers a clear schedule of what the future brings.
