He knows he's burying remains of people the governor has killed. The governor is the only one who has a special insulating suit that allows him to go out in daylight. For everyone else, it's way too hot to go out in the daylight. .
"Anyone not working, sick or frail, or who breaks the rules eventually becomes one of them" (Page 1, line 20-21)
All those who do not work, are sick or break the rules are killed by the governor and eventually their remains end up out in the woods, like manure.
