In Max Brooks' book "World War Z," an unnamed worker for the UN has collected eyewitness accounts worldwide, documenting a zombie invasion from beginning to its end on VC Day (Victory in China Day).

The quote is from the founder and former leader of the People's Republic of China, Mao Zedong, a man who still to this day is held in high regard for those loyal to the communist party.
Since Dr. Jingshu cannot pinpoint what the quote means to him even though he calls himself an old revolutionary, this tells us that his loyalty is slowly drifting away from the government.
Dr. Jingshu further justifies his lack of loyalty and trust with his somewhat provoking comment on the bad condition of the road, which functions as a symbol for the government's many unkept promises.
